Parent move requests

A child asking to move from their current parent account to a different one — always reviewed here, never auto-linked. Approving detaches the child back to solo and hands out a fresh solo ID; give that ID to whichever parent should link them (same /parent/link flow as any other solo signup). Rejecting leaves the child exactly where they are.
